This has two effects. First is the direct pollution on the spot, and second is the increased consumption of tires.

I think the environmentalists should push every organization(like E.U.) and governments into introducing laws against this type of behavior but also they should introduce regulations on how much tires one can buy per year. Being rich/having money to waste shouldn’t give you this type of negative power over environment.
